Dr. Bendu, Victor Labor Convicted for Misappropriating Public Funds

The Anti-Corruption Commission (ACC) has secured convictions against Dr. Sarah Finda Bendu, former Executive Director of the Sierra Leone Road Safety Authority (SLRSA), and Victor Labor, former Procurement Manager, following a ruling by the High Court presided over by Justice Cosmotina Jarrett on 15 December 2025.

Dr. Bendu was convicted on eight countsĀ and Victor Labor on six countsĀ of corruption-related offences, including misappropriation of public funds, conspiracy to commit a corruption offence, and failure to follow procurement and public fund management proceduresĀ under the Anti-Corruption Act 2008.

The court sentenced Dr. Bendu to a fine of Le 240 millionĀ and ordered her to reimburse Le 697.25 millionĀ to the government within six months. Victor Labor was fined Le 180 millionĀ and also ordered to repay Le 697.25 millionĀ within the same period.

The offences stem from a corrupt scheme at the SLRSA dating back to 2019, during which public funds were misappropriated through irregular payments and forged documents. Justice Jarrett described the actions of both officials as serious breaches of duty that facilitated the diversion of large sums of government money.

The ACC reaffirmed its commitment to protecting public funds and ensuring accountability in public institutions.
