The Political Parties Regulation Commission (PPRC) has confirmed that former Vice President Sam Sumana formally re-entered the All People’s Congress (APC) in September 2020, while ruling that a membership card issued to him by the party in 2023 was erroneous and without legal effect.
In its ruling dated December 23, 2025, the Commission stated that Sumana was not an APC member between his expulsion in 2014 and his readmission in 2020, and that any documents issued outside that legal timeline cannot alter his membership status.
At the center of the dispute was an Honorary Foundation Membership Card issued to Sumana in 2023 and signed by the APC National Secretary General. The PPRC ruled that the issuance of the card was a mistake and does not confer membership rights or override established party and court decisions.
The Commission said the card was inconsistent with APC records and the legal history surrounding Sumana’s expulsion and subsequent readmission, and therefore could not be relied upon to support any claim of continuous or retroactive membership.
The PPRC anchored its decision in the Supreme Court’s judgment on Sumana’s 2014 expulsion, emphasizing that the matter is settled and protected by the doctrine of judicial finality. According to the Commission, neither the PPRC nor any other body has the authority to reopen or reinterpret that expulsion.
Because Sumana was not a party member between 2014 and September 2020, the Commission ruled that all monies he paid into APC accounts during that period were donations, not membership dues. The finding rejects the argument that financial contributions alone could sustain membership rights in the absence of formal readmission.
By declaring the 2023 membership card invalid, the PPRC drew a firm line between administrative errors and lawful party processes. The decision underscores that internal party documents, even when issued by senior officials, cannot override court rulings or rewrite membership timelines.
