Freetown, 16 May 2025 — Sierra Leone’s Anti-Corruption Commission (ACC) has indicted four senior officials of the Nuclear Safety and Radiation Protection Authority (NSRPA) on 97 counts of corruption-related offences. Those indicted include John Jabati, Executive Secretary, Philip Johnson, Accountant, Anwar Michael Seisay, Procurement Officer, and Tejan Kargbo, Assistant Finance Officer.
According to the ACC, the charges stem from the alleged misappropriation of over Nine Hundred and Twenty-Six Million Old Leones (Le926,697,000), which the accused are said to have unlawfully withdrawn from NSRPA’s bank account on various dates between January 2023 and July 2024.
John Jabati faces 66 counts in total, including 18 counts of misappropriation of public revenue, 46 counts of failure to comply with financial procedures and guidelines, and two counts of conspiracy to commit a corruption offence. Philip Johnson has been charged with all 97 counts, comprising 48 counts of misappropriation, 46 counts of procedural breaches, and three counts of conspiracy.
Anwar Michael Seisay faces 90 counts, including 40 for misappropriation, 47 for failing to follow applicable financial procedures, and three for conspiracy. Tejan Kargbo has been charged with 10 counts, including seven counts of misappropriation and three counts of conspiracy.
The ACC stated that investigations revealed the accused, while serving in their respective roles, authorized and executed transactions without proper documentation or adherence to financial procedures. The Commission further alleges that the four officials colluded to facilitate and conceal the misuse of public funds.
Anwar Michael Seisay and Tejan Kargbo are currently on the run and have been declared wanted. The ACC has warned that they will be tried in absentia if they fail to appear in court.
