Chief Minister Dr. David Moinina Sengeh on Thursday, 27 March 2025, chaired a strategic meeting on the Integrated Customs Single Window (ICUS) project, bringing together key government agencies and private sector partners to discuss the financial and operational framework for the initiative.
The ICUS project aims to streamline trade processes by enabling businesses to submit all import, export, and transit-related documentation through a single digital platform. This system is designed to reduce bureaucratic bottlenecks, minimize paperwork, and enhance overall efficiency in customs operations.
During the meeting, Raymond AmaGlo, Director of Operations at Ghana Link Network Service Limited, provided an in-depth presentation on the project’s financial structure. He detailed contract pricing, initial capital investment, projected operating costs over the next decade, and plans for equipment replacement. Additionally, he outlined a debt refinancing strategy, revenue forecasts, operating expenses, and proposed fees for investment amortization.
The discussion, held in collaboration with the Ministry of Finance (MoF), Ministry of Trade and Industry (MTI), Ministry of Transport and Aviation (MTA), National Revenue Authority (NRA), Sierra Leone Ports Authority (SLPA), and the Public-Private Partnership (PPP) unit, reinforced the government’s commitment to modernizing customs operations and promoting trade efficiency.
Chief Minister Dr. Sengeh underscored the critical role of a transparent and efficient customs system in driving economic growth, optimizing government revenue, and bolstering Sierra Leone’s competitiveness in the global market.
