Freetown, Sierra Leone, 24 April 2025 – In a move to bolster tax compliance across public institutions, the National Revenue Authority (NRA) has temporarily sealed the offices of two major government agencies—the Electricity Distribution and Supply Authority (EDSA) and the Sierra Leone Roads Safety Authority (SLRSA).
The enforcement operation was conducted at the Electricity House in Freetown, where EDSA is headquartered, and at SLRSA’s premises. According to the NRA, the action follows established legal procedures and falls within its statutory mandate to recover unpaid taxes owed to the government.

EDSA is reported to owe the state NLe 328,396,305.03 (Three Hundred and Twenty-Eight Million, Three Hundred and Ninety-Six Thousand, Three Hundred and Five Leones and Three Cents), while SLRSA’s outstanding tax liability stands at NLe 15,336,611.76 (Fifteen Million, Three Hundred and Thirty-Six Thousand, Six Hundred and Eleven Leones and Seventy-Six Cents).
As per standard enforcement protocol, staff and management of both institutions were evacuated, and their offices sealed pending the resolution of the compliance issues.

The NRA clarified that the enforcement is not intended to be punitive but rather a necessary measure to ensure accountability, transparency, and sound public financial management. The Authority reaffirmed its readiness to engage in dialogue and called on all affected entities to cooperate for a swift and amicable resolution.
