President Julius Maada Bio has suspended Supreme Court Judge Allan B. Halloway, just weeks after the judge publicly accused Chief Justice Komba Kamanda of violating his constitutional rights.
On September 15, 2025, State House issued a letter signed by Secretary to the President Barba B. Fortune announcing Justice Halloway’s immediate suspension from the Superior Court of Judicature. The action, taken on the advice of the Judicial and Legal Service Commission (JLSC), will remain in effect pending the outcome of a disciplinary tribunal investigating his conduct.
A day later, on September 16, the JLSC issued its own order, signed by Chief Justice Kamanda, formally interdicting Justice Halloway in line with the President’s directive.
The suspension marks a new chapter in a dispute that came to light in August, when Justice Halloway circulated a five-page letter accusing the Chief Justice of withholding his mid-month allowance, suspending his fuel supply, delaying maintenance of his official vehicle, and refusing to reimburse medical expenses. He also claimed he had been sidelined from judicial work and described the actions as a “tacit suspension” that undermined judicial independence.
Justice Halloway, one of the longest-serving members of Sierra Leone’s judiciary, had warned that if the issues were not addressed, he would seek redress under the Constitution and the African Charter on Human and Peoples’ Rights.
