WAEC Examiners Indicted for Alleged Exam Malpractice and Corruption

Freetown, 9th April 2025 – Sierra Leone’s Anti-Corruption Commission (ACC) has formally indicted two senior examiners from the West African Examinations Council (WAEC) on multiple corruption-related offences.

The accused are Issa Kamara, Chief Examiner of WAEC, residing at No. 82 Hanga Road, Jui, and Ibrahim Kamara, Assistant Examiner, of No. 15 Kissy Brook, Off Akram Junction, both in Freetown.

According to the ACC, Issa Kamara faces six counts while Ibrahim Kamara has been charged with five counts under various provisions of the Anti-Corruption Act No. 12 of 2008, as amended in 2019. The charges include abuse of office, abuse of position, using office for advantage, conspiracy to commit a corruption offence, and academic malpractice. In addition to those charges, Issa Kamara is also accused of influencing a public officer.

Investigations reveal that both examiners allegedly abused their positions to grant undue assistance to a candidate identified as Foday Fasuluku Mansaray during the May/June 2024 West African Senior School Certificate Examination (WASSCE). The ACC alleges that the two men conferred an improper advantage on the candidate, thereby compromising the integrity of the national exams.

Further details point to a specific incident in August 2024, in which Issa Kamara reportedly obtained an examination script belonging to his nephew and handed it to Ibrahim Kamara. The latter is alleged to have answered several questions on the script before it was reinserted among the rest for official grading.

The ACC has reaffirmed its commitment to tackling all forms of corruption, especially within the education sector, which it considers critical to the country’s development.
